373.13 EMERGING FROM ALLEY OR DRIVEWAY.

   (a)   The operator of a bicycle or motorized bicycle emerging from an alley, driveway, or building entrance shall, upon approaching a sidewalk or the sidewalk area extending across any alleyway, stop and yield the right of way to all pedestrians approaching on the sidewalk or sidewalk area, and upon entering the roadway shall yield the right of way to all vehicles approaching on the roadway.

   (b)   Whoever violates this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
