351.14   PARKING IN FIRE LANES PROHIBITED.
   (a)   When a fire lane or lanes have been established pursuant to Chapter 1511 of these Codified Ordinances, and appropriate signs and/or markings established, no person shall park or let stand any motor vehicle, or place any other obstruction within such fire lane or lanes.
   (b)   Members of the Police Department shall enter upon property described herein for the purpose of enforcing the provisions of this section.
   (c)   In any hearing on a charge of parking in a fire lane in violation of subsection (a) hereof, testimony that a vehicle bearing a certain license plate was found unlawfully parked as prohibited by subsection (a) hereof and further testimony that the record of the Ohio Registrar of Motor Vehicles shows that the license plate was issued to the defendant, shall be prima-facie evidence that the vehicle which was unlawfully parked was so parked by the defendant. A certified registration copy from the Registrar showing such fact shall be proof of ownership.
   (d)   Whoever violates this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
