335.15   GATHERING AT SCENE OF ACCIDENT.
   (a)   No person shall proceed to the scene of an accident or other emergency so as to interfere with the progress of police or other City vehicles proceeding thereto or stop or park vehicles in the vicinity thereof.
   (b)   Pedestrians shall not gather or assemble, so as to interfere with or impede police officers or other persons in performing their duties or in rendering proper service at the scene of an accident or other emergency.
   (c)   No person shall gather at the scene of an emergency for the purpose of advertising or offering any service for hire or to solicit gainful employment of any nature or otherwise interfere with or impede traffic upon the streets or the proper and efficient rendition of service to persons or property involved in, or affected by, the accident.
   (d)   This section shall not be construed as applying to ambulance drivers, clergymen, or physicians and their vehicles, vehicles of a public utility company or commercial vehicles that are responding to an express request from one of the parties involved in the accident, or in response to a request from the Police Department.
   (e)   Whoever violates this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
