311.04   STREET FETES.
   (a)   With the consent of the owner or occupants of the abutting property, the City Manager may, where the public travel will not be greatly interfered with thereby, close any highway or portion thereof to vehicular traffic, and permit the holding thereon of fetes, bazaars, or similar events for religious, charitable, civic, patriotic or fraternal purposes.
   (b)   It shall be unlawful to drive any vehicle upon any highway or portion thereof closed to traffic pursuant to this section while the highway or portion thereof is so closed.
   (c)   Whoever violates this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
