168.02-D DETERIORATING AREA.

   "Deteriorating area" means an area within the City in which:

   (a)    At least twenty-five percent (25%) but fewer than fifty percent (50%) of the total number of structures and vacant parcels, reasonably distributed throughout the area, meet the criteria and factors specified in Section 168.02-B(a); and

   (b)    At least twenty percent (20%) of the structures, reasonably distributed throughout the area, are deteriorated or deteriorating; or the public improvements are in a general stale of deterioration.
