163.13   AFFIRMATIVE ACTION.
   The City does hereby adopt a policy to insure equal opportunity in employment for all persons, to prohibit discrimination in employment because of race, color, religion, sex, national origin or handicap, and to promote equal employment opportunity through a continuing intensive affirmative action program within the City and to be an integral part of every aspect of personnel policy and practices in the employment, development, advancement and treatment of employees in the City.
