163.07 BENEFITS FOR ELECTED, APPOINTED, AND PART-TIME EMPLOYEES.
(a) Elected and appointed officials and part-time employees of the City, except as hereinafter provided, may not participate in the City of Fairfield Health and Dental Benefits Plan. Any elected or appointed officials, part-time employees, or others currently participating in the City Health and/or Dental Benefits Plans and/or group life insurance plan at his/her own expense may continue such participation at his/her own expense so long as he/she is employed or appointed by the City or so authorized by City Council. The Fairfield Municipal Court Civil Magistrate may participate in such Group Health and/or Dental Benefits Plans and/or Group Life Insurance Plan at his/her own expense so long as he/she is so employed or appointed by the Fairfield Municipal Court. Said participants shall pay the full monthly cost of such participation as determined to be necessary by the third party administrator of the City Health and Dental Benefit Plan.
(b) The foregoing notwithstanding, the City may agree to pay the cost of any such benefits for any appointed official as a part of that official's terms and conditions of employment.
(c) The City will provide family health and dental coverage and group life insurance under its group plan to the judge of the Fairfield Municipal Court.
(d) During the twelve month period beginning on October 1, each year, part-time firefighters who work at least 1,500 hours as such for the City during said twelve month period shall be paid an incentive payment of one thousand dollars ($1,000) during October immediately following said twelve-month work period, provided that they remain on the City payroll as active employees of the Fire Department at the time of payment of the incentive. Hours worked shall be defined to exclude sick leave hours used and shifts not worked for vacation purposes; all other hours worked count toward the total. Hours worked at a premium pay rate accrue based on the actual number of hours worked.
