153.02   UNSKILLED LABOR.
   (a)   The provisions of Ohio R.C. 124.11(B)(2) and any other section of the Ohio Revised Code notswithstanding, the following shall be the procedure for the appointment of unskilled laborers in the City of Fairfield, Ohio.
   (b)   The unskilled labor class shall include ordinary unskilled laborers. Vacancies in the labor class shall be filled by appointment from a list of applicants registered by the Civil Service Commission. An applicant for registration in the labor class shall furnish such evidence as the Civil Service Commission considers proper with respect to age, residence, physical condition, ability to labor, honesty, sobriety, industry, capacity and experience in the work or employment for which he applies. Laborers who fulfill the requirements shall be placed on the eligible list for laborer in the order in which they apply. Upon the request of an appointing officer, the Commission shall certify the entire laborer eligible list to the appointing officer from which the appointing officer may appoint any person on the list. An applicant's name shall be removed from the laborer eligible list after two years unless his application is renewed with the Civil Service Commission, in which case he or she shall remain on the laborer eligible list based upon the application renewal date.
