1337.10   HEAT LOSS.
   (a)   Heat loss and gain measurements of the space to be heated or air conditioned shall be based on the design temperature for this area: heat 5° Fahrenheit to 75° Fahrenheit (dry bulb); cooling 92° Fahrenheit to 75° Fahrenheit (dry bulb).
   (b)   Special purpose spaces may require different design temperatures than those specified in subsection (a) hereof.
   (c)   The measurement of such losses and gains in accordance with the methods established in the manual of the National Warm Air Heating and Air Conditioning Association, the American Society of Heating and Ventilating Engineers or by any other recognized method, shall constitute prima facie evidence that such measurements have been computed properly.
