1311.04 ESTIMATE OF COST OF WORK.

(a) Before a permit shall be granted, the Building Superintendent shall estimate the value of the proposed work. The method of estimating shall be by square footage.

(b) On "cost plus" or "time and material" jobs, either new projects, remodeling, repair or replacement, a permit shall be issued and a fee charged on an estimated value.
