953.04   SEPARATION OF RECYCLABLES AND PLACEMENT FOR REMOVAL.
   (a)   Residents of the City who live in buildings with four dwelling units or less or in mobile homes, prior to placing household refuse at the street line for weekly collection by the Municipality, shall separate all recyclable materials from other solid waste which shall be collected by the City along with the regular solid waste by its designated waste hauler. All newspaper shall be bundled separately and/or placed in separate paper sacks. All other recyclables shall be placed at the street line in a separate individual recycling container provided by the City's solid waste contractor along side the regular solid waste. No person shall place or allow any recyclable material to remain on the public right of way or in any yard nearer to a street than the principal structure more than twenty-four hours before the next scheduled date of pickup by the City or its solid waste contractor. Recyclable material containers shall be removed from the public right of way and any yard nearer to the street than the principal structure within twenty-four hours after the date of recyclable collection by the City or its solid waste contractor and no person shall place or allow such recyclable material containers to remain in any public right of way or in any yard nearer to the street than the principal structure except when such recyclable material containers are placed for collection in accordance with this subsection.

   (b)   Residents of the City who live in buildings with more than four dwelling units shall also separate all recyclable materials from other solid waste and place it in an appropriate multi-family recycling receptacle provided by the City's solid waste contractor. All newspaper shall be bundled separately and/or placed in separate paper sacks.
   (c)   Individual recycling containers and multi-family recycling containers provided originally by the City's solid waste contractor must be replaced at all times by the resident, owner or owner's association at their expense if such recycling containers are lost, stolen or damaged to the extent that they no longer can properly contain the recyclables.
