Members of the Commission shall serve for a period of four years from the date of appointment. Terms shall be staggered so that no more than two terms shall expire in any one calendar year. Successor Commissioners for a new term shall be appointed for a period of four years. Vacancies which occur other than by expiration shall be filled by appointment for the unexpired portion of the term vacated. All members shall serve at the pleasure of the Town Council.
