All buildings shall have the necessary plumbing and toilet facilities as are required by law, and the same shall be connected with the water system of the City, provided such water service is available and, in any case where public water service is not available and it is subsequently made available by being installed in the street, right of way, or dedicated easement adjacent to the property on which the building is located, connection thereto shall be made within six months after such service is certified to be available by the City Manager by written notice to the property owner.
