In order to prevent excessive lot coverage, the artificial increase in air temperature, and an unnecessary increase in surface water run-off, no minimum off-street parking space requirement in Section 1130.13, Number of Parking Spaces Required, shall be exceeded by more than 20%percent unless good cause can be shown by the applicant and approved by the Board of Zoning Appeals.
