SECTION 5.02 SUBMISSION OF BUDGET AND BUDGET MESSAGE.

Each year the City Manager shall submit to the Council a budget for the ensuing fiscal year and an accompanying message at the time and in the manner prescribed by the law of the State of Ohio.
