SECTION 2.07 VACANCIES: FORFEITURE OF OFFICE: FILLING OF VACANCIES: RECALL.
   (a)    Vacancies. The office of Councilperson shall become vacant upon his/her death, resignation, removal from office in any manner authorized by law or forfeiture of his/her office.
   (b)   Forfeiture of Office. A Councilperson shall forfeit his/her office if he/she (1) lacks at any time during his/her term of office any qualification for the office prescribed by this Charter, (2) violates any express prohibition of this Charter, (3) is convicted of a felony crime, (4) is convicted of a crime involving moral turpitude, or (5) fails to attend three consecutive regular meetings of the Council without being excused by the Council.
   (c)    Filling of Vacancies. Except as otherwise provided in this Charter, a vacancy in the Council shall be filled for the remainder of the unexpired term, if any, at the next regular municipal election following not less than 60 days upon the occurrence of the vacancy, but the Council by a majority vote of all its remaining members shall within 30 days following the occurrence of the vacancy appoint a qualified person to fill the vacancy until the person elected to serve the remainder of the unexpired term takes office. If the vacancy remains unfilled after 30 days following the occurrence of the vacancy, the Council shall call a special election to fill the vacancy, to be held not sooner than 90 days and not later than 120 days following the occurrence of the vacancy and to be otherwise governed by the provisions of Article VII.
   (d)    Recall. Any member of Council may be removed from office before the expiration of his/her term by the qualified voters of the City. The procedure for such recall shall be that provided by the laws of the State of Ohio.
