These regulations apply to all hillside areas. A "hillside area" as referred to herein is defined as one with an average slope of more than fifteen percent. The subdivider shall submit sufficient detailed information as to geologic conditions, soil types, and underground water level in order that a determination can be made by the City Engineer as to the safety of development of the particular location.
