1116.20 OFF-SITE EXTENSIONS.
   If streets or utilities are not available at the boundary of a proposed subdivision, and if the Planning Board and Council find that extensions across undeveloped areas would not be warranted as a special assessment to the intervening properties or as a municipal expense until some future time, the subdivider may be required, prior to approval of the final plat, to obtain necessary easements or rights of way and construct and pay for such extensions; however, the City may enter into an agreement with the developer to protect the developer's investment in such improvements. The improvements shall be available for connections by owners of adjoining land.

   1116.21 FINAL INSPECTION.
   Upon completion of all the improvements, the subdivider shall request, in writing, a final inspection by the City Engineer pursuant to Ohio R.C. 711.091.
