1115.09 STREETS FOR INDUSTRIAL SUBDIVISIONS.
   Collector streets for industrial subdivisions shall be planned to serve industrial areas exclusively and shall connect with arterial streets so that no industrial traffic will be directed into any residential streets. Curb cuts shall be approved by the City Engineer.
   Streets should be planned to be extended to the boundaries of any adjoining land planned for industry, except in the case of severe physical conditions or if the Board finds such extension is not in accord with the approved plan of the area.
   For the purpose of encouraging industrial development, curbs, gutters, sidewalks and storm sewers may be waived for industrial streets. The specific circumstances justifying the waiver include: no pedestrian traffic expected; no resulting storm drainage problem by lack of curbs and gutters and storm sewers; no excessive long-term street maintenance costs identified by lack of curbs; economic justification of development cost; and adequate provision made for storm drainage by roadside ditches and overall grading. The approval shall be on a case-by-case basis. Pavement width shall be thirty-six feet with three feet gravel shoulders to preserve the strength of the pavement. Design and construction shall conform to the City Thoroughfare Plan, the City Design Criteria, the City Standard Drawings, and the City Construction Materials and Specifications.
