The subdivider shall have the following options in the review and approval of his proposal:
(a) Submission of a preliminary plat processed in the manner hereinafter set forth, and the subsequent submission of final plat(s) for sections identified by the preliminary plate, or
(b) Concurrent submission of a preliminary plat and a final plat in the manner hereinafter set forth.
