The purpose of the preliminary plat is to provide sufficient information to the Planning Board and Council to determine whether the general layout of the land is satisfactory from the standpoint of public interest without requiring complete plans necessary for final approval. The plat shall be prepared by individuals licensed or registered to prepare such material by the State of Ohio.
