These regulations shall be applicable to all subdivisions of land within the City and the territory within three miles of the corporate limits. If such land overlaps the three-mile territorial limit of another city, exercising subdivision jurisdiction, then approval authority is vested with the city whose corporate boundary is closest to the land. The City shall exercise its jurisdiction within three miles of the corporate limits except when such jurisdiction is waived by a resolution of Council.
