Before approving the plat of all or part of a proposed subdivision, Council shall require proof that the improvements and revisions thereof required in Section 1222.12 have been satisfactorily completed. The approval of Council shall be shown on the plat, with the date of such approval, over the signature of the Mayor.
The final plat is to be drawn at a scale of 100 feet or less to the inth from an accurate survey and on one or more sheets whose maximum dimensions are twenty-nine inches by thirty inches.

Plats shall contain proper acknowledgments of owners and the consent by the mortgagee to such plat and restrictions.
   (n)   Before it is recorded, a certificate shall accompany the final plat, showing that all taxes payable have been previously paid in full.
