Plans for improvements required in this section shall be prepared by a registered engineer. The improvements listed below in subsections (a) through (e) hereof, shall be installed prior to the approval of the final plat, which Is prepared for recording purposes. In lieu of actual completion of such improvements, the subdivider may file with Council a surety bond to secure to Council the actual construction of such improvements in a manner satisfactory to Council and within a period not to exceed two years. Such bond shall be in an amount and with surety and conditions satisfactory to Council and shall be adequate to cover the cost of the improvements.
The owner of the tract may prepare and secure tentative approval of a final subdivision plat of the entire area and may install the above improvements only in a portion of such area, but the improvements must be installed in any portion of the area for which a final plan is approved for recording, and the owner may sell or lease lots, or offer lots for sale or lease, only in the improved portion of property.
(a) Permanent Markers. All subdivision boundary corners and the four corners of all street intersections shall be definitely marked with permanent monuments. A permanent marker shall be deemed to be concrete with a minimum dimension of four inches extending below the frost line or steel pipe firmly embedded in concrete which extends below the frost line. Should conditions prohibit the placing of monuments on line, off-set marking will be permitted, provided, however, that exact off-set courses and distances are shown on the subdivision plat. A permanent bench mark shall be accessibly placed and accurately noted on the subdivision plat.
(b) Street Improvements. All streets shall be graded and the roadway improved by surfacing. All grading and surfacing shall be done under the supervision of the Village Engineer and shall be subject to his approval. Roadway surfacing shall be of 3,000 pound concrete six inches thick with an integral curb, or six inches of a water-bound macadam base plus a one and one-half inch plant-mix asphaltic concrete wearing surface. Roadway surfacing shall be at least twenty-six feet wide, including the curb, provided, however, that pavement of cul-de-sac streets not over 400 feet in length need not be wider than twenty feet, including the curb, and provided, further, that cul-de-sac streets shall terminate in a paved turn-around with a minimum radius of twenty feet, and provided, further, that in subdivisions where the average area of lots exceeds one acre and the minimum width of any lot is 150 feet, the width of the roadway surfacing may be reduced to twenty feet.
(c) Water Lines. The subdivider shall connect with the City of Cincinnati water supply and make it available for each lot within the subdivided area. Fire hydrants shall also be installed by the subdivider in accordance with the requirements of the Village Engineer.
(d) Sewers. The subdivider shall connect with the sanitary sewerage system of the Village and provide adequate sewer lines, accessible to each lot, or the plat shall contain restrictions requiring each house to provide individual sewage disposal facilities meeting the standards of, and receiving the approval of, the Hamilton County Board of Health. Adequate provision shall be made for the disposal of storm water subject to the approval of Council.

(e) Utilities. The subdivider shall provide:
(1) Electric distribution facilities;
(2) Facilities for street lighting; and
(3) Telephone facilities to be installed by the appropriate utility company to serve the subdivision underground within or along the right of way of existing or proposed public streets, and all easements necessary for the location, relocation and extension of such facilities shall be provided by the subdivider.
All service lines connecting the ultimate customer's service entrance equipment to the utility company's main line facilities shall be installed by the subdivider, at the subdivider's cost, at a point to be determined by the utility company, the actual connection at the utility company's main line to be made by the company.
Installation of pad-mounted transformers are permitted, and nothing in this chapter shall be construed as requiring the installation of underground transformers, except on payment of an additional charge therefor in accordance with requirements of the appropriate utility company.
Prior to the paving of any street, the subdivider, at his or its cost, shall install conduit crossovers for electric facilities as specified by the utility company. Nothing in this section shall be construed to prohibit the installation or maintenance of street lighting poles or standards or to require the wider grounding of existing overhead or other electric facilities.
The following definitions shall govern this subsection:
"Facilities" means wires, cables, transformers and appurtenances; "subdivider" includes any owner, builder or developer; "electric distribution facilities" and "telephone facilities" include only those facilities serving homes in subdivisions of the kind described herein, and do not include facilities which deliver power or telephone service through such subdivisions, or transmission facilities which terminate in such subdivisions.
