An owner meeting the criteria of an irresponsible owner is subject to the following penalties:
(A) A first offense will result in a fine of $500; the maximum fine will be set by the Fee Schedule as amended from time to time.
(B) A second offense will result in a fine of $1,000; the maximum fine will be set by the Fee Schedule as amended from time to time.
(C) A third offense will result in a fine of $1,500, and the irresponsible owner being unable to obtain any city license or permit to own, harbor, or maintain any animal within the city for a period of five years; the maximum fine will be set by the Fee Schedule as amended from time to time.
