City staff will review inspection results in accordance with the city standards and policies and generally accepted industry standards to determine any structural deficiencies revealed by the inspection and notify the property owner of required repairs or replacement. A sewer lateral shall be considered in compliance with the provisions of this chapter if inspection verifies all of the following to the satisfaction of the City Engineer:
(A) The sewer lateral is constructed of materials with a remaining design life of at least 25 years. All vitreous clay pipe (VCP) is considered to be at the end of its design life.
(B) The sewer lateral is free of roots, deposits of grease, and other solids that may obstruct flows.
(C) There are no illicit, illegal or non-sewer (storm/groundwater) connections to the sewer lateral.
(D) Pipe joints are tight and sound to prevent exfiltration of sewage or infiltration of groundwater.
(E) The sewer lateral is free of structural defects such as cracks, breaks, offsets, and major sags or grade changes which, in the opinion of the City Engineer, are likely to impede flow over time.
(F) The sewer lateral is equipped with a cleanout at the property line per city standards.
(G) The lateral is not cross connected to neighboring properties.
