§ 50.203 INSPECTION METHODS.
   (A)   All sewer laterals to be inspected shall first be thoroughly dewatered and cleaned so that the type and condition of the pipe can be determined by visual inspection.
   (B)   All building sewers and sewer clean-outs subject to inspection under this subchapter, must be inspected using closed circuit television (CCTV) performed by a qualified licensed plumbing contractor or utility evaluation service approved by the city. Footage which does not comply with the following standards will not be accepted:
      (1)   Video shall be provided in electronic format and submitted by uploading as required by the city.
      (2)   Camera footage shall be taken from the building sewer cleanout to the public sewer main.
      (3)   Video footage shall include the running distance from the point of origin.
      (4)   Whenever possible, the sewer shall be free of debris or flows which obstruct visibility.
      (5)   The camera shall be fed at a rate that allows a technician to make observations of pipe condition. Footage shall pause at junctions and obvious defects including pipe offsets, cracks, obstructions and areas of infiltration.
   (C)   Footage shall be accompanied by a written report of pipe materials, transitions, junctions, defects, pipe terminations and a description of the point of entry. The report shall contain the approximate location in linear feet from point of origin for listed observations.
