§ 50.202 TRIGGERING EVENTS.
   All gravity sewer laterals, including all pipes and appurtenances from the building envelope to the public main, shall be inspected and repaired/replaced at the property owner's expense, when any of the following triggering events occurs unless the property owner presents satisfactory proof to the city that the sewer lateral including clean-out is less than 25 years old and has been inspected pursuant to a city-issued permit:
   (A)   Whenever any real property located within the city is to be sold, transferred or vested in any other person or entity.
   (B)   Application for building and/or plumbing permits with an aggregate valuation that exceeds $50,000 or which involves the addition of two or more additional plumbing fixture units (PFU) within any three-year period.
   (C)   Any change of use which, in the opinion of the City Engineer, has the potential to increase the amount or strength of sewer effluent such as:
      (1)   A change from any use to a restaurant.
      (2)   A change from any lower intensity use to residential.
      (3)   A change from residential to commercial or industrial use.
   (D)   The parcel served by an existing sewer lateral is being subdivided.
   (E)   The sewer lateral has been plugged or backed up on more than one occasion within a three-year period.
   (F)   Upon repair or replacement of any portion of the sewer lateral.
   (G)   The city is proposing to repair or replace the sewer main serving the property.
   (H)   Any other instance where, in the opinion of the City Engineer, cleaning and inspection of the sewer lateral is necessary to protect public health and safety.
