The purpose of this subchapter is to ensure the continued availability of transient lodging within the City of Eureka; and to protect the public interest, health, safety and welfare by ensuring continued maintenance of hotels through the issuance of a lodging permit to own or operate a hotel within the city, regardless of the date of the hotel's construction. Further, this subchapter establishes standards for the issuance of said permit; establishes rules and regulations under which such permit shall remain in force, be denied or revoked; and provides penalties for violations.
