§ 152.01 PLANNING COMMISSION.
   (A)   Created. The Planning Commission is hereby created and shall consist of five members.

   (B)   Powers and duties. The Planning Commission shall have the following powers and duties:
      (1)   To prepare and recommend to the Council after a public hearing thereon the adoption, amendment, or repeal of a comprehensive general master plan, or any part thereof, or the adoption, amendment, or repeal of a precise plan for the physical development of the city and its environs as such terms are defined by Cal. Gov't Code Chapter 3 of Title 7 (being §§ 65100 et seq.);
      (2)   To perform all of the functions assigned to a Planning Commission by Cal. Gov't Code §§ 65100 et seq., and other state statutes relating to planning and zoning;
      (3)   To advise with and recommend to the proper officials of the city the approval, disapproval or modification of all maps or plats for the subdivision of land in accordance with the Subdivision Map Act of the state or it may be provided by law;
      (4)   To hold hearings on planning and zoning matters as prescribed in Cal. Gov't Code §§ 65100 et seq., or by law;
      (5)   To advise with and recommend to the proper officials of the city the acquisition, use, or disposition of all city owned real property;
      (6)   To list and classify annually all proposed public improvements recommended by officers, departments, boards, and commissions of the city and, on or before March 1 of each year, to have prepared and submit to the Council and the City Manager a coordinated program of proposed public improvements for at least the ensuing five-year period, together with its recommendations in connection therewith;
      (7)   Pursuant to Cal. Gov't Code §§ 65901 and 65902, to hold hearings and decide applications for conditional uses, variances, or other permits when the zoning ordinance provides; and
      (8)   To perform such other duties as may be prescribed by the Council.
