The purpose and intent of this chapter is to protect and enhance the water quality of watercourses, water bodies and wetlands pursuant to and consistent with the Federal Clean Water Act (33 U.S.C. §§ 1251 et seq.) and the Porter Cologne Water Quality Control Act (California Water Code §§ 13000 et seq.) by minimizing, to the maximum extent practicable, the discharge of sediment into the storm drainage system as a result of construction related activities.
