No duty described in this chapter shall be considered a mandatory duty for purposes of the California Torts Claim Act, Cal. Gov't Code §§ 815 et seq. Specifically, the failure of the city to inspect any vehicle authorized as a taxicab or other vehicle for hire pursuant to this chapter or the negligent inspection of any such vehicle by the city shall not create liability under this chapter upon city.
