Applicants shall furnish such information as may be required by the hearing officer upon forms to be furnished by the city. A public hearing on the question of issuance of a certificate of public convenience and necessity shall be held within 60 days after filing of a completed application with the City Manager's office. The hearing shall be held before the City Manager or his or her designee. Notice of the hearing shall be included in two consecutive council packets and shall be advertised in a newspaper of general circulation at least ten days before the hearing. The cost of the publication shall be borne by the applicant.
