It is unlawful for any person, partnership, firm, association or corporation, or the like, to provide taxicab or public transportation vehicle service in this city without a certificate of public convenience and necessity issued pursuant to this chapter by the City Manager or his or her designee. The certificate of public convenience and necessity required by this chapter shall be in addition to any business license required by this code.
