§ 99.01 PERMIT REQUIRED FOR USES WITHIN DISCONTINUED RAILWAY RIGHT-OF-WAY.
   Notwithstanding any provisions of any ordinance to the contrary, no person shall erect any building, structure, or obstruction, or establish any use on property within any railway right-of-way where railway service has been abandoned or discontinued within two years after such abandonment or such discontinuance of service, or within six years after the effective date of this chapter, whichever is later, without a permit, license or certificate of occupancy authorized by the City Council in accordance with this chapter.
