No person shall place, deposit, or dump any garbage, cans, bottles, papers, ashes, sewage, carcass of any dead animal, offal, trash, rubbish, debris, or any other refuse in any location on the airport except in containers plainly marked for such purposes which are to be provided by the aircraft owner or special event group. These persons are responsible for their own garbage disposal at an approved disposal site.
