(A) Bicycles do not have sufficient identification numbers to properly safeguard or protect them from theft or to properly identify them when used in the perpetration of depredations and crimes, and it is necessary and essential and for the best interests of the city and the owners of such bicycles that each bicycle owned or operated in the city have suitable registration identification and that the use thereof be regulated so that this condition may be lessened or eliminated.

(B) The owner or operator, if the owner does not live within the city, of every bicycle within the city shall register such bicycle with the Police Department, giving the name and address of the owner thereof, the name and address of the parents, or guardian if such owner shall be a minor, the make and type of the bicycle, and any and all other facts or information requested by the Chief of Police, and shall exhibit such bicycle to the Chief of Police, or any police officer authorized by the Chief of Police to inspect such bicycle, when required so to do. Application for such registration and identification, license plates, and certificate of registration shall be made on forms provided by the Police Department.
