The Director of Community Services is hereby authorized to interpret the provisions of this subchapter with respect to the necessity for, type of, manner, or method in which materials shall be used or meters shall be installed. Such interpretations shall be in writing and a copy thereof shall be filed in the office of the Director of Community Services.
