The offices of Assessor and Tax Collector of the city are hereby abolished. All duties performed by the City Assessor, other than the assessing of city property, are hereby transferred to and are to be performed by the City Manager. All duties performed by the City Tax Collector, other than the collection of taxes, are hereby transferred to and are to be performed by the Director of Finance of the city under the direction of the City Manager.
