The number of persons who may be employed in any of the offices or employments of the city will be determined in the preparation of the annual budget. Such determination, however, does not preclude the employment of such additional persons during the fiscal year as may be needed in the service of the city provided the necessary funds to cover the expense of such employment are transferred from one of the existing appropriations, or from the unappropriated reserve, to the appropriation applicable to such employment. The Council is hereby authorized to provide for such employment by resolution or motion and will be deemed to have done so in the resolution adopting the annual budget.
