(A) At the first regular meeting in January of every year, each board and commission will organize by electing a Chairperson and Vice-Chairperson from its membership to serve at the pleasure of the board or commission.
(B) The City Manager may designate an Executive Secretary to provide for the recording of minutes for each board or commission, keep a record of its proceedings and transactions, provide staff assistance, and act as principal staff advisor.
