Except as otherwise provided by the ordinance establishing a board or commission, boards and commissions created by the Council pursuant to City Charter, § 311 will be established, the members thereof will be appointed, and such boards and commissions will be organized and governed as to procedure in accordance with the provisions of this subchapter.
