Except as expressly provided to the contrary, all city ordinances and regulations do not impose a “mandatory duty” within the meaning of Cal. Gov't Code § 815.6. Neither the enactment of city ordinances or regulations nor the failure to discover or to enforce violations thereof is intended to or shall be construed as imposing liability upon the city.
