(A) Services.
(1) Parks and Recreation. Develop and operate a comprehensive municipal open space, parks, and recreation program and manage it in the interests of encouraging participation by individuals of all age groups, and by organizations, both public and private. Work with the Open Space, Parks and Recreation Commission in all matters pertaining to public relations, make recommendations to the City Council or the City Manager with respect to financing and operations of environmental programs, city facilities, zoo, parks, recreation and harbor activities. Administer the rules, regulations, and policies of the City Council pertaining to the Community Services Department.
(B) Operations.
(1) Building and facilities maintenance. Maintain and supervise the maintenance and upkeep of all city-owned public buildings and city facilities not specifically operated by another department of the city.
