No parent or guardian of a minor under eighteen years of age shall allow or permit such minor to operate any unlicensed mini-bike or go-cart upon any street or other public way or within any public park within the City and no parent or guardian of a minor under eighteen years of age shall allow or permit such minor to operate any unlicensed mini-bike or go-cart upon any private property within the City without the express consent of the owner of the property.
