(a) A child day care center, as set forth in Euclid Codified Ordinances Chapter 722, shall have on the site a safe outdoor play space which is enclosed by a fence or otherwise protected from traffic or other hazards.
(b) Guard posts shall comply with all of the following requirements and shall be in compliance with all provisions of Chapter 1388 of the Euclid Codified Ordinances.
(1) Constructed of steel not less than four inches in diameter and concrete filled.
(2) Spaced not more than four feet between posts on center.
(3) Set not less than three feet deep in a concrete footing of not less than 15 inches.
(4) Set with the top of the posts not less than three feet above ground.
(5) Located not less than three feet from the protected object.
