The operator of a vehicle shall yield the right-of-way at a stop sign to all vehicles not obliged to stop, and shall yield the right-of-way at an intersection or at a place where lines of traffic cross to a vehicle approaching from the right, in the absence of a stop sign. Pedestrians shall have the right-of-way at all times and at all places within a U4 District. The operator of a motor vehicle proceeding to leave a parking space shall yield the right-of-way to all other vehicles being operated in a lawful manner.
