The provisions of this Code shall be supplementary to all other provisions of the ordinances of the City relating to the construction, use and maintenance of nonresidential buildings. In the event of conflict between any provisions of this Code, including any rules and regulations adopted pursuant to this Code, and any provisions of the ordinances of the City, including any rules and regulations adopted pursuant to such ordinances, the more restrictive provisions shall prevail.
Whenever this Code purports to regulate structures, signs or conditions which are otherwise illegal per se due to any other duly enacted ordinance of the City, such purported regulation herein shall not be considered to contradict such other ordinance or to condone such otherwise illegal structure, sign or condition.
