1761.05 RENTAL LICENSE FEES.
   (a)   Rental License. An application for a Rental License shall be made on the forms provided by the Housing Department. Original applications are due before the property is occupied by a tenant as required below. The Code Official shall schedule a time to complete a code compliance inspection of the property. The applicant is entitled to one initial inspection and one follow-up compliance inspection for each new or rental application.
   (b)   New and Renewal Applications and Fees.
      (1)   Rental Licenses (new and renewal) are in effect for one (1) year after date of issuance.
      (2)   Buildings with more than three (3) units. New and renewal applications and fees are due on or before January 31 of each year except for an original application as a rental property which are due at least thirty (30) days prior to operating any unit as a rental. Application fee shall be Two Hundred dollars ($200.00) plus thirty-five dollars ($35.00) per unit. Fees will be prorated for an original application issued after January 31.
      (3)   Single-family dwellings, two-family dwellings and three family dwellings and individual condominium dwelling units. Applications and fees are due at least thirty (30) days prior to operating any dwelling unit in a single-family dwelling, two-family dwelling or three family dwelling as a rental property. Renewal applications and fees are due at least fifteen (15) days prior to the end of the current rental license. Application fee shall be Two Hundred dollars ($200.00) per dwelling. Fees will be prorated for an original application issued after January 31.
      (4)   Short-term rental units. For every dwelling unit operated as a short-term rental during any part of a year, an application and fees are due at least thirty (30) days prior to initial rental. Renewal applications and fees are due at least fifteen (15) days prior to the end of the current rental license. Application fee shall be Two Hundred dollars ($200.00) per unit. Fees will be prorated for an original application issued after January 31.
   (c)   WebCheck credit. The owner or manager shall be provided one credit of thirty-two dollars ($32.00) per unit, per year, against the annual rental inspection fees of condominium units and one to three family rental properties if the owner or manager provides verification to the Housing Department that they obtained a WebCheck background check of their tenant(s) through the City of Euclid Police Department or an approved Ohio Attorney Generals Office's Bureau of Criminal Identification and Investigation WebCheck vendor.
   (d)   Late fees and penalties.
      (1)   Failure to file a timely application and fee under division (b) of this section shall result in a late filing fee assessed as set forth below in addition to the required fees in division (b):
         A.   Buildings with three or more units. A nonrefundable fee of 10% of original invoice but not less than two hundred dollars ($200.00).
         B.   Single, two family homes and short term rentals. A nonrefundable fee of two hundred dollars ($200.00).
         C.   Re-inspection or lock out. Failure to meet with the Code Official or allow the Code Official access to the structure or any room, unit or secured portion of a structure at the scheduled inspection time shall result in a re-inspection fee of fifty dollars ($50.00) per additional inspection. The fee shall be paid in full prior to the issuance of a Rental License.
