Except as applied to domestic equipment in dwelling houses, row houses or serving only one dwelling unit:
(a) Every combustion device hereafter erected, constructed, altered or installed shall be so erected, constructed, installed and equipped that it can be operated without violating the provisions of Section 1739.02.
(b) Every combustion device shall be so equipped and maintained, and, in the case of fuel-burning equipment, shall be fired with such fuel, that it can be operated without violating the provisions of Section 1739.02.

(c) Nothing in this chapter shall be so construed as to conflict with the prohibition against incinerators in private dwellings as set forth in Section 1739.12.
